Libor Rouček is a Czech politician, who served as a Member of the European Parliament and as Vice Chairman of the Socialists and Democrats group. Prior to the Velvet Revolution he lived in exile and served as a reporter of Voice of America. In 2002, he was elected to the Chamber of Deputies of the Parliament of the Czech Republic, where he was Vice Chairman of the European Integration Committee, the Foreign Affairs Committee, and the ČSSD Party Deputies Club. Libor Rouček worked as the Government Spokesman from 1998 to 2002. He studied Political Science and Sociology at the Universität Wien and has earned a Ph.D. in Foreign Relations.
