An Estonian politician and a member of the Reform Party (liberals). He has been active in Estonian politics for almost 20 years. Before becoming a politician, he worked as a lawyer. In 2003 he started his political journey as the head of Nõmme district in Tallinn. In 2005 he was elected to Tallinn City Council and in 2007 to Estonian Parliament (Riigikogu). After two years of work in parliament, Prime minister Ansip asked him to join the government and to take the responsibility as the minister of Social Affairs, also responsible for health and labor market.
