In April 2023, the pro-democracy advocate Vladimir Kara-Murza was given a 25-year sentence for "spreading disinformation" about the Russian military and condemning Russia's actions in Ukraine. In recognition of his steadfast commitment to advocating truth and justice, he was awarded the International Forum 2000 Award for Courage and Responsibility during the 27th Forum 2000 Conference. On the second anniversary of his detention, the Human Rights Foundation (HRF), Free Russia Foundation (FRF), McCain Institute, and the Raoul Wallenberg Centre for Human Rights (RWCHR) filed a request to the US Department of State, calling for it to designate Kara-Murza as wrongfully detained and transfer his case to the Office of the Special Presidential Envoy for Hostage Affairs.
