A writer, independent consultant and economist by training, he graduated from the University of Oxford, taught at Warsaw University in Poland in the early 1990s, and has worked as a freelance journalist. He worked as a senior civil servant at the Department for International Development, where he managed British aid to Russia and Ukraine, and ran the Communication Department. Co-author, along with Matthew Bishop, of “Philanthrocapitalism: How the Rich Can Save the World”, the first detailed analysis of the current global boom in philanthropy.
